What's the fucking point of having akimbo handguns anyway?! If you had an excess of handgun ammunition in Fallout 1/2, you VERY quickly found a sub-machine gun of equal or greater stopping power and what did you do then - you sell your handgun to the nearest armsdealer wannabie you come across! And SMGs themselves are quickly put to the shelf as you find these nitty-gritty laser rifles and rayguns. You go through the arsenal pyramid so quickly it's not worth having such weapons.
Now of course if you want to keep akimbo mode for style, that "arranged can be", but the sheer ineffectiveness of them will have you taking your biggest, baddest gun you have in your inventory as soon as you encounter something bigger than a couple of robbers. Which makes akimbo mode a gimmick and a waste of developers' time.
