Well as for Finland and vaults. We do have smaller vaults all over the country. Not really like nuclear vaults, but shelters that are now used as bunkers and military storage. There are old ones too.
When you think about vaults in the Fallout universe. People can survive for long times untill the waterchip goes boom. In shelters the time is quite limited. Survive the blast, get your health back(bandage) and then go out and die(rough idea I know).
So as a gameplay idea, the equipment and people would be much more fresh to the living outside than gotten used to the vault-life.
As for those vaults. Well there is a old bunker that was inside a cliff at Porkkala (can't remember the name of the rock, but I did drink beer on top of it
It's bloody huge in finnish standards). Then there is the bunker near H?meenlinna. Ilveskallio, it belongs more or less to the Parolannummi Military installation.

Damn, man, the possibilities are endless! Would be glad to brainstorm with you.. But, Im letting you know already, Im useless from the scripting point of view.
