Yall here have been playing Fallout since it came out, so could you tell me if it's lore friendly to have a Soviet Anti-Tank Sniper rifle in the game, because quite frankly i am not so sure.

Eh, why not? It was made before the world of Fallout and our world diverged, and other russian weapons have been around in other Fallouts as well, as far as I can tell. So I think it's fine.
 
Fallout is kinda weird with guns. The Desert Eagle was in Fallout 1. Fallout 2 is even odder with the P90, G11, HK CAWS and the Pancor Jackhammer. All those guns were made way after the 50s.

But fallouts is set in the future !? I never really got these things either they seem to pick and chose what from the future or not. I mean they have monorails and nuclear power this was much after the 50s too. I guess the whole point about retro futurism is that they cna pick and chose tec I guess

Yeah, its hard to figure what kind of weapons are lore friendly when the games's weapons are all over the place.

They all do sort of fit in a weird way though. The guns from fo3 and NV don't really stick out to me. Although the power fist to me always seemed werid as it didn't take a power source witch is weird. Some of fallout 4 weapons dont make sense I guess.
 
A lot of old Russian guns have documents of their design publicly available, so Gun Runners could have found one of those and used it to start producing them. As for actually having people to sell it to and a reason to make it, deathclaw hunters would probably want it considering 14.5x114mm is almost three times more powerful than the .50 BMG used by the anti-materiel rifle.
 
A lot of the lore problems stem from people not liking how Tactics dealt with the weapons. Microprose didn't have the same idea in mind as the original dev team. They were delving more into the 60's even playing radio broadcasts from that time. Any weapon developed before the mid-to-late 60's is fair game imo.
