RICHMOND, Virginia (AP) -- Virginians who wear their pants so low their underwear shows may want to think about investing in a stronger belt.

The state's House of Delegates passed a bill Tuesday authorizing a $50 fine for anyone who displays his or her underpants in a "lewd or indecent manner."

Del. Lionell Spruill Sr., a Democrat who opposed the bill, had pleaded with his colleagues to remember their own youthful fashion follies.

During an extended monologue Monday, he talked about how they dressed or wore their hair in their teens. On Tuesday, he said the measure was an unconstitutional attack on young blacks that would force parents to take off work to accompany their children to court just for making a fashion statement.

"This is a foolish bill, Mr. Speaker, because it will hurt so many," Spruill said before the measure was approved 60-34. It now goes to the state Senate.

The bill's sponsor, Del. Algie T. Howell, has said constituents were offended by the exposed underwear. He did not speak on the floor Tuesday.

Spruill and Howell, also a Democrat, are both black.

Yes, exposed underwear is the bane of America. I wish they lived in my district so I could not vote for them.

How exactly is sagging your pants off your ass a "freedom of speech"? I know we have the right to hold to and lobby unpopular beliefs, but as we live in "society" there is a certain amount of conforming that needs to be done in order to have order and peace. I agree that sagging should be sited as indecent exposure.

This thing seems targetted at blacks- yet the "hip hop" look is part of the "hip hop" culture. I may think it looks silly, and most of it is derivative of the "gangsta" perhaps, but it is expressive.

Personally I think the whole hip-hop thing is old now, and the original messages, the expressiveness of the style, is probably dead. But does that mean these kids can't wear their clothes because grandma is "offended."

People should dress how they want? what if i wanted to dress in the nude? what if i wanted to walk around town with my penis hanging out of the front of my pants? is that ok? NO

Say you are a parent and your walking with your three year old, and you see a man walking down the street naked; any person with any moral sense at all would cover their childrens eyes.

People with no morals no basic sense dont belong in society, i see a break down in the human condition we are moving in reverse towards the dark ages. This is more and more evident when honest hard working people that speak up,are shot down by the "free speech" junkies, the ganster child molester wanna-be. Its my freedom of speech to lobby for a law that conflicts with your freedom of speech, the side that wins is the right side. isnt that how democracy works?

As usual, these issues come down to boundary conditions. The current law says that our fashion should be PG rated. But showing off a bit of boxer shorts does not equal waving around your genitals.

Hey, boxer-shorts are the basic reference to people's stance towards society. So, wearing baggy pants is a capital offence to society and God. So is difference in any public display, expression or whatever thing that could offend ANYONE. So people who choose to dress, live, love, eat in a way that might be offensive to anyone, should be ostracized, and if possible, sent to camps.

As long as they're doing their job and concealing the family jewels packed within, I don't see any problem with wearing them in a visible manner, especially since the fashion is to only show like an inch of them anyway.
