Question about the SPECIAL system.

Hey Everyone, I was hoping to get some help from the general Fallout community.

First off, I am not sure where such a question would go, so if I have placed this into the incorrect forum, please move it, and accept my apology in advance.

My roommates have requested that I run them in a P&P Fallout game. And, while I have collected a decent amount of GURPS Fallout documentation, I am hesitant to run this game in GURPS, because we play GURPS Fantasy a LOT. So, I started trying my best to piece together the SPECIAL system as best that I could by changing parameters during the character creation and watching what each change effects.

Needless to say, it is tedious and does not show me everything that I wish to know. I was wondering if anyone had any references that could help me shed some light into this system?

Some of the questions that I have run into are exampled here;

A) Player A has a 61% Small Gun skill. Enemy B has a 20 Armor Class. Does Player A have a 41% Chance to hit? Or, is it that Player A has a 61% Chance to hit, and Enemy B has a 20% chance to evade/dodge/etc?

B) What exactly would the Luck stat be useful for in a P&P game?

So, if anyone here has any help that they could offer, I would be greatly appreciative.

A) The first + range modifiers.
B) Special encounters? Also, you can add/subtract a luck modifier to dice throws that affect the character.

Base To hit chance = BTH = (Skill - 30%) + (PE * 8) - (HEX * 4) - (AC of Target) [- 10% at night if HEX <= 5]

Plus or minus special modifiers from perks or scoped rifles, or for instance the 9mm pistol (+20%).

Same as in Fallout, critical chance, chance of critical failure. Maybe it could subtly affect gameplay, too, from the DMs discretion. I kind of "cover-all" characteristic.
