Radioactive Cows

I have several times randomly encountered radioactive brahmin. They are walking around saying, "Moo. Moo, I say. Sir, Moo." Anyone know what this easter egg refers too?

I think the "Moo, I say" refers to Fallout 1, where the Brahmin would say that once in a while.

maybe it's to do with that mad cow disease in England a while back. anyone remember? and the English are supposed to that like oh I say and stuff. Remember?
