Random Encounters in Fallout 2

I started a new character, and have seemed to get constantly stopped by random encounters. I get five or six random encounters (on a good turn) just moving from town-to-town. It is especially hard because my character is in his beginning stage and ends up having to fight raiders constantly, and I end up reloading saves constantly to make it from town-to-town.

What the hell is up with this? I dont remember this the last time I played.
 
When was the last time that you played, and was the system you ran it on older than the one you've got, now?

FO2 is notorious for its map running off of processor speeds instead of its own internal clock, so both the speed you'd travel at and the rate of random encounters you'd come across would exponentially increase, the better your system specs became. These were some of the most important engine issues that were addressed by mods such as the RP. The first time I played FO2, I recognized that travel speed was much faster than in FO1, but when I came back to the game a few years later on a newer PC, I couldn't get past the feeling that something was up, and indeed, the speed and encounter frequencies had only gone up, because of my system specs. Once I installed the RP, that went away, and it's been much smoother sailing, ever since.

Yeah, I used to play on an XP (the last time), and the rate was about normal (same as FO 1) and I would hit one, maybe 2 random encounters when moving from town to town.

Then I switched to a Windows 7 labtop (which was the best labtop Best Buy had in stock), and then I recently reinstalled Fallout 2 and now the speed/rate at which I move across the map is fast as hell, and the number of random encounters is insane. I have a crazy hard time making it from town-to-town because of this.

Is there a mod or patch which fixes this? I would like a mod/patch which fixes this, and ONLY this. I don't want anything else taken away or anything added, except maybe fixes bugs.
 
I have the opposite problem, mine is fast as hell going across the game world, but I've gotten two random encounters from three months of playing. I feel I'm missing a lot.
