Razor, the Bone yard glitch

So recently I started playing fallout 1 where I left off, i got further into the Boneyard and got to the point where i am going to plot against the regulators, i have everything in place and im about the give the holodisk to the city mayor and i started fighting them, the gang shows up to kill off the regulators and everything, but i end up dying, i go to restart and i am unable to start the mission and the sequence isnt there so i go back to the blades hq and she is dead, she is unresponsive, what can i do? is there a way to re spawn her or something? i know this has been talked about before and such, but i think there should be a better way to bring her back or to restart the quest over, and of course i have only this save point that is the closest.

I hope someone can help me out.

Have you tried talking to Zimmerman, the mayor, again? This might reset the whole quest.

i tried to talk to him, but it will auto matically go into the dialog that starts the battle with me having him listen to the recording then the intro to the battle starts and all it is is the regulators without the blades.... so the regulators are fighting the town folk..
