Actually, I believe that JE Sawyer or someone of that ilk said in an interview that the Lucky 38 is not supposed to be exactly like a specific building-- more like the general "idea" of a space needle than say, the Space Needle. Also, it's supposed to resemble a roulette table.

Ha ha or it could be "chat roulette" which would also make sense because that kind of building is quite phallic and everyone on that website is a naked man.

Than again they got inspired by Howard Hughes who at one point bought the following Hotel + Casino in Vegas:

I wouldn't say it exactly modelled after them but i don't think the artist who modelled the Lucky 38 didn't look at these two towers for inspiration.
But than again it's really quite different.
