Researching into arguments for the continuation of the Enclave.

I recently played through FO3 again, and noticed that aside from the possibility of Autumn still being alive on a good karma/high speech run, the Enclave actually seem to be running away as you arrive at Adam's Airforce Base. Quite a few of the Vertibirds you see are leaving, rather than providing support. Everything else seems to be an attempt to slow you/the Brotherhood. I firmly believe they abandon the Base Crawler in favor of retreat. This is backed up by Elder Lyons appraisal when you return, that they have been badly wounded, but in the future may very well come back. And this is without destroying the Citadel and leaving the Base Crawler intact for the Enclave to return to if they wished. However... I'm not actually making this post to have another 'is the Enclave still relevant' topics, as there have been many of those.

No, what i'm trying to do is research into the arguments made by those who like me believe they are. Because while have I things that make me think that way myself, a few have been raised in other discussions that I'm having issues verifying.

First and biggest, is one that occasionally pops up stating there is a map in the Oil Rig of various bases around America, thus proving that the Oil Rig was not the only potential base outside Navarro. To this end I've loaded up my FO2 and wandered onto the presidential level of the Rig, and the map with red dots on (which is what I assume they are talking about, unless someone knows more) is itself is mostly covered by a monitor of Richardson's face.

^^That image, which I won't link as an image due to its size, shows it all. Anyone have any clue what all the rots dots may in fact signify? I'm curious even if they are unrelated to the topic.

My memory is fuzzy atm, so if anyone has any information on this i'd be appreciative if they would be willing to speak up. I'm going to go read around some topics to refresh my memory.

My memory is fuzzy atm, so if anyone has any information on this i'd be appreciative if they would be willing to speak up. I'm going to go read around some topics to refresh my memory.

I always thought they mark the small Enclave outposts (like Navarro), they don't necessarily need to be huge bases, though.
 
I've just seen it touted around, if it is in fact what is being referred to when people mention a map with bases on it, as evidence of bases elsewhere. Thing is, I like citations with my info rather than just someones word. I did find this in the wiki chat:

So take from that what we will. It could be, looking at this info, anything from locations the Enclave is keeping an eye on, bases (as its too large an area for just outposts), to just something someone threw together for fun on the art team when asked to make a war-room.
 
The art team is just having fun, the Enclave having outpost out USA is not real, maybe the ones that are in can be in the future.
 
Looking deeper, one of those points is potentially Los Angeles. The location of the MacArthur Army Base that was to appear in Van Buren, or at least to be the destination of an Enclave Squad. Potentially another Enclave base? Perhaps, but irrelevant as VB never came into being. Even more so that the map is very much too wide-spread to be Enclave bases imo. If they WERE in all those locations, they would effectively have already 'won', so to speak, but it seems unlikely.

I do believe they have other proper bases, thus their willingness to abandon Adam's rather than fight for it to the last man, and the potential several years they had before Navarro was taken out to regroup and plan, but the map while interesting has no bearing at all it seems.

Anyone else have any common arguments (aside from opinion and Bethesda just deciding to say so) that have been offered? If nothing else its interesting to research and ponder, whether you agree or not.

I don't believe that the map actually documented installations under U.S. Government Control, but instead I believe that it was a "situation room" style map, which displayed "events" occurring across the world with potentially other "modern" factions similar to the US Government Remnant.
