Not that I think VB would have been perfect, such a thing is nigh on impossible and extremely unlikely for a mongrel series like FO, but I think it would have been the first "complete" Fallout game.
FO1 was too short, too much an homage to Wasteland and an exploration of the idea of a (contemporarily) modern game in that genre/environment.
FO2 was rushed and too full of gimmicks, easter eggs and stuff the rebellious devs just decided to put in with no real reason (or, indeed, reasoning).
VB seemed to have been shaping up as a full game in itself, at least somewhat, with though being put into the wider storyline and history of the game world.
