Is it common for Roachor to get stuck in place, not attacking?

Nope. In every my playthrough Roachor moves around and attacks just fine. Version 1.27.

I downloaded it from Steam on Christmas 2012. So.... if the game I got wasn't patched, then.... well.... yeah.

Same for me.
If you don't let them attack you (but it still sees you 'swooping' them) they don't follow.
Roachor is a real boss if you simply charge them (either to kill'em with SMG/Assault rifles or simply brawling) head on, if you're patient enough (and have a nice numbers of 7.62mm and Colt hunting rifle), shooting in prone position kills Roachor easily.
