though I prefer the translation: If you've got their full attention in your grip, their heart and mind will follow.

I don't think you wanna complicate the pipboy too much in F03, that would give the team TWO projects...
 
What's wrong with extra options? RPG's usually are complicated. I don't think you bought Fallout (2) for the graphics! That's the fun part about them, you have to think instead of click as fast as you can! As for your Idea, that's stupid (note: I did note the sarcasm). Anyway, if it's to complicated for you, go play quake. If that doesn't have the feel, download the WHL mod.

Sidenote: I do realize that not everything in the message should be implented into the pipboy, however, some things, such as an encyclopeadia could be usefull.

Obviously, you don't get enough credit for your great ideas. FO is cool because of attention for details. Detailing the PIPboy, even with useless crap such as Tetris, makes it cooler.
Your encyclopedia idea was perfectly implemented in UFO XCOM. Diablo uses a similar mechanism: the more you defeat a certain species, the more you get to know about it. Why not do the same with guns and places? It's not that hard and would add great depth.
