Well. I can say that starting with agil 10 is very useful. however, you could do 9 and do gain agility perk later on. It depends on how much you do or do not like leveling. 9 intellect is good.

I would get 6 luck personally. Things happen better. You could be relying on Hubologists giving you +2 luck in NCR, then 7 is your goal which is not a bad thing. Your perception is huge :)

Oh, a lot of guns are 5 strength. Your perception though will compensate I am guessing for the accuracy loss.

Fast shot needs a lot less accuracy, come to think of it. You could have 140% small guns and kinda sit there for most of the game. I like the huge endurance. Underrated. Really can't go wrong with this build if you use Restoration version of the game. OUtdoorsman is good.

this is a pretty classic FO2 build, except for the Fast Shot perk. depends on what kind of weapons you're gonna use, but I'd rather take Finesse over Fast Shot and rely more on critical hits. a sniper build, pretty much. if memory doesn't fail me, with a strength of 4 you're only gonna use pistols for a long while until you can increase your strength, and even with Fast Shot you're not gonna do that much damage.

I also agree that you should go with 9 agility and increase it later - you'll get a chance both with a perk and with one of those computer chips you can find.

my regular build is very similar, but with the following changes:

    S: 5
    E: 5
    A: 9
    L: 6

and Finesse instead of Fast Shot. sure, you'll be a bit behind on damage in the beginning with this too, but pretty quickly you'll be able to get some really decent crits to the eyes and other areas. if you level enough, you'll get the Sniper perk and you'll be an unstoppable force with small guns.

and lastly, I can see tagging Outdoorsman, mostly for convenience, but I'm not sure about Barter. I've never tagged Barter and still haven't had any monetary issues except for in the very beginning. once you start looting a lot of guns, cash will start flowing.

Does speech work nicely even with average charisma?

CH affects your starting Speech, but other than that has a limited effect. There are some places where CH 6 or thereabouts will give you bonus opportunities, but mostly this is covered by just boosting Speech with skill points.

My traits are the Sex Appeal (I dont care about the guys, blow 'em in head) and the Finesse (big penalty, but with a gauss eye shot... Almost always critical) I never play with the points, just put the starting 5 to agi. The others are did with memory module, perk, power armor. Then pick up Action boy, and bonus move perks in time. To kill, before they get close to me. :)
Oh, and tags: Lockpick, Small guns, and usually Doctor. Its good, that I can heal crippling at the starting. :)

I don't like Finesse. The early game has the most boring combat when your fighting skills still suck, finesse makes those fights drag on longer since you do less damage. Later on, I feel eyeshots still cause plenty of criticals without finesse.

When playing with finesse I always have the nagging feeling of: "well, that's another critical, yet had I rolled that critical hit without finesse it would've done more damage".
