sfall not working for both FO1 and FO2

First time out of the vault
After trying to install FO2 Restoration Project but repeatedly running into "Error Loading Cities" at startup, I noticed that my sfall actually wasn't working at all. I tested three versions of sfall in FO2, including the one coming with GOG installation, the one from the Unofficial patch and the latest version of it by trying to edit the versionstring, and also the one on FO1 with FIXT patch by editing mouse sensitivity. None of the editing did anything to the games. Has anybody experienced similar problem and know how to fix it?

My OS is Win7 32bit and both my FO are the GOG version.
 
Might be your security/anti-virus program blocking sfall from being loaded.
It shouldn't be. I tried it with my anti-virus off and it still didn't work.
AFAIK some anti-virus will still block it even if got turned off, one of the most infamous is Chinese 360.
Where do you install your GOG version of Fallout?

Interesting, in fact I am using Chinese 360. I will try to uninstall that and see if there's any conflict.
It's not in system drive, so directory shouldn't be the problem.

Update: Uninstalling all 360 related software doesn't help. I also put my games folder in the whitelist of 360 all the time to avoid problems while applying mods to games, I guess it wasn't the problem of 360.

Some unlucky cases I've seen on BN13 say uninstall/whitelist doesn't help, the only way is to reinstall OS (and don't install 360 anti-virus, obviously). Yes it's ridiculous, but God knows what the heck 360 did on system.
I'd suggest you check the posts on BN13 if you're Chinese, as I can't think of a good reason why a non-Chinese wants to use 360 anti-virus.

EDIT: did you reboot your system after uninstalling 360? some report said it should work.

Hm, I'll look into that. Thank you very much. I certainly hope I don't have to reinstall my OS again (yep, just did that...:seriouslyno:).

Update: Alright, reinstalling the OS does help, albeit a lot of trouble. Still quite confused what 360 had done in this case, but I certainly not gonna install it again to find out.
