I'm not sure what do you mean by "average system" exactly, but I will try to help. I'm running it on i5-2320 (3GHz), 8GB DDR3 RAM, GTX460 SE ( a bit slower than regular one). For settings i use 1360x768 (I use 720p TV for games), advanced config - everything maxed except antialiasing lowered to High, SSAO lowered to Normal, Motion Blur off (hate that crap). High rez textures on as well. Runs mostly between 50-60 FPS, lowest I've seen was 45. I'd say that's a fairly good performance. Game also looks quite pretty.
 
After buying the game and playing for a while I mostly share Total Biscuits opinion on the game. It is fun to play but the controls are utterly broken.

The camera and mouse issues are really annoying as stated in the link from fedaykin's post.

A wider FoV would also be welcome since it feels like the camera is taped to the back of the characters head.

Next Keyboard controls, what where they thinking to stick so many functions to such a small amount of keys? When I run up the stairs I usually don't want to accidently vault off the handrail because I came too close since space is not only used for running but also for vaulting/jumping over things.

I really hope they fix the mouse issue and give us the ability to properly bind keys, other games of this genre have managed that too.
 
Finished the main story. Seemed fairly short for a game of this type. Although I didn't really bother with most of the side content. Overall the game was fairly fun - 7/10. Some issues with controls, camera can sometimes get annoying, too many minigames and QTEs. And the story, while engaging enough, takes itself too seriously for the amount of cliches that it has. Also completely underwhelming last fight. Still, if you like this type of game there's a big chance you'll have a lot of fun with Sleeping Dogs.

Very nice looking game, except for Depth Of Field which cannot be turned off. How I hate that effect and everyone who forces it on me in games. I imagine they think it helps with draw distance issues, but it still pisses me off.

•	New option added! Aim Soft Lock: Lets the player enable or disable aiming assistance from the game

This and Dark Souls are my favourite games of the year so far. Surprisingly well written story, lots of entertaining side content, really well executed core mechanics - shooting, melee, driving, freerunning...it has elements of other games, but in one really good package. Did not regret the preorder at all. Also, PC version maxed looks glorious, like something from next generation, especially at night during rain. And sountrack (warp, ninja tune..) is fantastic.

I assume Red Dead Redemption and Prototype do the same, though I never played them.

Prototype is a non-stop, no-holds-barred orgy of mayhem and destruction. Open world simply makes slaughter less repeatable and more exciting with more environments, stuff to jack and people to kill.
