Sneak Assassinations do they really work?

I have been wondering about the sneak skill. I read somewhere that it can be used to assassinate NPCs without getting noticed. The way I understood this, you should be able to walk up to random people in sneak mode point a gun at their head pull the trigger and get off scott free, as long as the sneak skill is high enough. However, this definitely does not work (not even with sneak at 300%). Even if people don't go hostile straight away they don't like you anymore and turn hostile once you talk to them later. Also the mode of weapon has no bearing on this issue either, I tried meele, unarmed and a number of guns. I also tried standing behind the victim and victims standing alone in closed rooms. But, all to no avail.

My question is is this whole assassination idea a myth or is there indeed a nifty way of pulling this off using the sneak skill?
 
Sneak is an awesome skill in Fallout Tactics.

Sneak + Silent Running + shotgun on burst and them solid shotgun shells = awesome

Never used it in the original games.
 
Sorry for not mentioning but I was thinking more along the lines of Fallout 2. Unfortunately I have never played Fallout Tactics so I'm not sure what the mechanics are in that game.
 
You can sneak "assassinate" someone, in the sense that you can continue to sneak and escape immediate hostilities. But generally you will have to pay the piper for murdering people in cold blood at some point.

Thanks for the info. Per generally seems to think that the sneak skill is pretty useless especially for gunslingers. He does mention that the skill lets you assassinate people more easily. However, you seem to be right that there is no way of killing someone covertly with no repercussions, apart from using super stims or explosives.
