It's a small point in the story that probably won't end up influencing much (unless Liara gets all pissy that I banged Tali and goes crazy or something, which would be stupid)

Honestly, what purpose would having sex serve? You get a half second of bare ass (if they go by the mass effect model,) or a fade to black and a block of text about "lol u made sex."
 
In Witcher you get those provocative 'collectible' cards of the characters you sexed it with. Pointless, but engaging.

Not the right stuff for Fallout, though. In a post-apocalyptic world like Fallout, somehow I expect less romance and more sex.
 
Because it's entertaining/more immersive? It gives the players more freedoms, something JE Sawyer would approve of. It'd allow you another level inter-actibility with NPCs. Of course, for it to be proper, you'd need to be able .sex() any and all NPCs, even if they didn't want to, so it'd be more like .sex(boolean consentual), and probably a couple of other arguments, but that one right there would be kinda big and keep it from getting implemented at all.

Also, I think sex would be fairly important for the wastelanders (fun/biological imperative), but I wouldn't be surprised to some romance; maybe more among kids, some elderly folks. Not people tripping over each to marry/bang you, but certainly the possibility of it, especially if it ends tragically, which would be very Fallout-y.

Make it possible to 'fall for' most NPCs, but see to it that there isn't really a chance for it to go well; they get shot over a debt/gambling game, they're killed by raiders, a faction who hates you kills them to get back at you, etc. Or they follow you out on an adventure and get killed by who knows what. Maybe you, thinking it was a bad guy sneaking up on you.
