So lets say I'm making a Fallout mod project, now what?

I have never delved deep (enough) into the engine to make a custom terminal, but it always seem to me that the overland map could be a world space of its own, with an overhead camera looking down on a terrain model, not unlike what appears in Skyrim.

Honestly? I might have an idea when it comes to putting Fallout 1/2 styled travel in a 3d fallout game, but to be absolutely honest with you it might sound overly ambitious. I'll have to work on it for a bit before I can properly explain it though.

@Sesom had a working FO3 map room IIRC, but I cannot find the video of it anymore.
[It does not resemble my mock-up.]

I do not recall his Youtube handle, and cannot find a post of his with a link to his account. :(

Basically it was the character walking on a flat floor, textured with the game map.

One idea I've been toying with is having the aesthetics of a raider group borrow from punk rock. Brightly colored mohawks, lots of leather, stuff like that, mainly because I think it fits the general raider vibe without sticking out too much in an apocalypse.
Hahaha, no, you're not crossing a line. You haven't seen the Followers Of The Apocalypse in Fallout 1? Some of them are straight up punks.
Here are a couple of pictures from the games.

Nicole in Fallout has a green mohawk and dress in leather:

Julie Farkas in Fallout New Vegas has a spiky mohawk:

So you think a similar travel system as Fallout 1 and 2 could translate well into 3d?
1. I'm not sure if a map menu like that is even possible in New Vegas' engine.
It's possible if you have people that know what they're doing.
For example, the now abandoned "The Story" project, which was a remake of Fallout 1 in the New Vegas engine made its own overworld map travel system. This video shows it in action (I just noticed that Gizmojunk mentioned this one already while I was typing this post. RIP Sesom, you're missed mate :-():

And the "Fallout: The Chosen's Way" project, which is a remake of Fallout 2 in the New Vegas engine also made their own overworld map travel system:
