According to a post by Killap (page 32 at the RP 1.2 thread; I copied the most important of it at the end of this post), Vic has a chance to level up at level 5. I am using the latest Unofficial Fallout Patch and I got Vic right before I got level 5, after that I told the slaves (at Metzger) they are free and I leveled up to level 5, but Vic didn't. I tried it about 10 times or so, he didn't leveled.
My character is stupid, I used char editor to raise my IN by 1 (just to get Vic, since it's kinda bugged and he doesn't gets in my party, though he says he joins me, no idea why - maybe a bug by the unofficial patch), got Vic and got my IN back to its normal just after that.
I can provide a savegame with my char - I am level 4 and need little xp to get level 5, I have Vic in my party and the slaves are near me (so you can just tell them free for enough xp). I tried leveling him by getting this xp in combat (by killing off the remaining slavers outside), but it still didn't worked. Please help.

He said that about the RP with the removal of the random element at NPC leveling, I am not sure it's valid for the unofficial patch too. Or maybe he made a mistake with Vic. Or NPCs don't level for stupid character. Or everything is regular, just my game is bugged (due to PC, OS, F2 installation or something like that).
Edit: It's very important to know under what exactly conditions do NPCs level for powerplaying.
