Stuck in Fallout 2 RP, no walkthrough can help me so far..

First time out of the vault
So I'm kinda stuck near the end of Fallout 2 (Restoration Project) and no walkthrough has provided help...

I'm in San Francisco, and I've managed to sabotage the submarine.
I've killed the leader of the Hubologist, as the Emperor requested.

I can't get to ask Lao Chu about Chip's spleen, there is no dialogue option for that, even if the quest is open...idk if it's a bug or not.

So I'm just stuck and don't know what to do to move on...it's my first time playing Fallout. Any suggestion?

Well, how goes the quest to refuel the tanker?
 
Nevermind, I've figured a workaround.

The problem was this: Chip was nowhere to be found, and I couldn't ask Lao about him. I couldn't get to talk to the captain either nor receive the quest from Badger.

I jumped in the basement of the ship and I rescued Badger's girlfriend (even if I never have the chance to get the quest) and after that everything was solved. Badger was grateful, could speak to the captain, etc, etc.

Thank you SO much for the work on this anyway, killap. I'm pretty stunned that some very nice quests weren't included in the original game (which I haven't played).

Chip will die of his ill-being if you leave him too long after agreeing to help him, and thus disappear. You may get a hint to this happening, by checking the messages hovering above the other people in the tanker, they will be expressing sorrow over the loss of Chip, iirc.
Also, I'm not sure about those Chinese names now, but you go to the shop-owner near the entrance to the city to get the next tip of what to do to help Chip. In this case, the dialogue will not be obviously about his spleen, you must ask him what's going on lately, or something to that effect. Maybe you did this before, but just forgot that the dialogue option looks less than obvious.

I figured that Chip might have died. Weird, since I didn't notice anyone talking about him. I'm pretty sure nobody talked about his death, so I had no clue what to do next.

Luckily enough I could still do Badger's quest even if he didn't talk to me about it.
