Basically, Bethesda should just steal ideas from youtube.
There are plenty of youtube channels (and other places online) devoted to weird and creepy incidents and legends--some may be true and some may be complete fabrications--but either way there are many that would make for really interesting game situations. And for most of these, there are photos, videos, here-say, or some 'supporting evidence' that add detail and uniqueness to each scenario.
Maybe writers feel obligated to be original even if it is at the expense of not writing interesting material...but if I was in charge of writing for a huge game like Fallout and the writing staff was running out of interesting ideas, I would just steal from the internet. haha.
