Tactics Mapping Need Help

Ok, so far I mastered other editors for starcraft decent and halflife an junk. Well since this is Slightly like worldcraft, im getting the idea gradually

To get to the question:

Can Fallout Tactics maps me made in to a multiplayer map? Exp: 2 players fight on one map against the computer or somethign like that. If you can please email me at swatlink911@hotmail.com
