It's the whole bizarre situation: guy bumps into girl, technoviking tells him to fuck off in a very stern manner, someone hands technoviking an upside down water bottle, he takes a sip and then proceeds to dance down the street like a robot.

I understand it from that angle. It's just strange and unlikely. I'm still not sure if this is some spontaneous thing, or if there was some street party going on, or maybe even a new-fangled techno-parade.

This was filmed at the Fuck Parade 2000, the anti-parade in response to the Love Parade. Indeed, it IS strange and unlikely. But apparently it really happened and that's why it's so funny/bizarre/awesome.
