That Missing Combat Turn

Something that I have been puzzled about for a long time ....

Why is it that so often, when you encounter a creature, it will do one combat turn, then skip the next turn, allowing the player two turns in a row? Is this some kind of engine bug, or this is some feature that I'm unaware of?

Okay so critter sees me and attacks. Then I get a turn. Then critter misses his next turn, and I get another turn! Sequence doesn't seem to explain that, but perhaps its a bug related to sequence.
 
Turn 1:
Round 1:Critter attacks
Round 2:You have your turn

Turn 2:
Round 1:You attack (Due to higher sequence)
Round 2: Critter attacks.
 
If I have higher sequence then why did critter get the first turn initially? Is there some notion of suprise? I don't get the first turn because I didn't notice it was there (even though I did?)
 
Yup. It's the same way you sometimes would LOSE a turn and the enemy would move twice, if you hit 'A' and attacked, and had a low Sequence.
 
Combat proceeds in turns, in one turn, a turn is split into rounds, with one round per NPC/PC in combat, the order of rounds in a turn is determined by sequence, however on first turn the critter who initiates combat recieves first round.

Sequence is named sequence because it affects your place in the round sequence.
 
Total Sequence, to my observation (I've been going through both games to try and discern the character system a bit better than J.E. Sawyer's rather...questionable P&P...derivative), is your secondary attribute taken from 2*PE, then added to a random roll. I have no clue what that exact roll is, but I think 1-10 might be explainable since even with a 10 PE, I have gotten critters to have a faster result than me.

And yes, subsequent turns are the result of winning the sequence initiative for the second round and failing the first. Usually, unless you're playing with Jinxed, which can result in a lot of missed turns.

IIRC, Fallout has surprise, which Outdoors does help with if you initially discover the critter from the world map. Sneak is for in cities and other locations, and nothing says surprise than having the first attack.

As for Luck, that is an enigmatic stat in terms of the rolls except for crit percentiles. I do wish we could get a better explanation about that from a developer, if for our own interest.
 
MCA doesn't count. Ever. I would trust an explanation from Carsten Strehse long before I trust more idiocy from MCA regarding Fallout.
 
I think it is a problem of luck, if you or your enemy is so unlucky, then the "missed next turn" thing will happen.
