I like the idea of stumbling across the tanker vagrants living in an abandoned train station. That would be excellent.
A tree for Harold if not Harold himself would be good too.

I was thinking that it'd be cool if you found Skynet's head in the desert, deactivated. You (with sifficent science and repair) figure out what it is and power it up. Then you get a quest to restore him to a body and then he'd join you, telling you a bit about the one who freed him, as well.

I think it would be best to find the car from FO2 abandoned in the middle of the wastelands. Car itself won't work of course but PC would be able to strip it's fusion cells clean. Maybe more FO2 references could be found in the back of the car. Such as... hmmm... FO2 Hintbook would be nice . Again of course it won't give you the skills and xp just like it did in FO2 but some joke can be made of it

What if u could find a mutated Dogmeat? Dipped in FEV maybe?
The "porno tape" idea is great, it would rule.
As for Harold, it would be nice to find his tree next to the talking plant from FO2.

I think another monty python reference has to be made in FO3 just because of the pure silliness it implicates (possibly the French taunter). Also, from fallout 2 you could stumble upon the remnants of the Gecko powerplant with harold and wooz slaves being whipped by a person in a vault suit. Also find a couple of those damn requistion forms that we were always running back and forth for to get upgrades for our weapons (That is before we found Al in the basement of New Reno Arms). Maybe he would make a good random encounter too

Chuck Cuervas: Bizarre Looking Tesla Armor, Fucking Plasma Ripper and 200HP
You enter in the Fight and the two have each other... sometimes, Slaughter kicks Chuck' Big Ugly ass... The Other Time, the fucker won...
Description of the guy:
You see Slaughter, the guy who want to kill chucker (undertand ?).
He look like a Brazillian, and got a Bozar. BEWARE !!

You see Chuck Cuervas: The Greatest Asshole of the Word (eerrr... I mean... second one... We now a worse one...), being killed by Slaughter.
Combat Taunts:
- I gonna kill you so many times that you will need multiple coves !! (Slaughter)
- But... Betty Realy have a Thong... asshole !! (Chuck)
- Think that Frank Horrigan is tough ? FORGET !! I AM WORSE !! (Slaughter)
If Slaughter survive, he gives you a Unloaded Spare Bozar of his... If Chuck survive, you will have a BIG fight on you hands...

I think it'd be neat to find a intact nuke stuke in the ground that hasn't exploded. "You notice a nuke sticking out of the ground partially." You, "For some reason I think its a good idea to save in a new slot."
If you have high enough science you can learn about the nuke however, if your science is not high enough. Boom? Idk just havin somethin like that which relates to the War would be neat.

I don't think this game is set soon enough after F2 that they'd still be alive? Confirm/deny?
I'd definatly like to see bigger cities in Fallout 3 as the American-civilization has had time to picks itself up and brush off the dust. And it would be nice to have many more random encounters as well as a larger map but thats asking for a lot. I just hope for the most part that they stick to the Fallout traditions 1. Turn-based. 2. 3rd Person 3. Quests and a map to travel.
One of the things I liked most is the conversation trees and how doing a quest can lead to others. Its pretty nifty fo sho!
