In general, no. I think people are overreacting because their expectations were so high.
Massive Lag: I've seen people complaining about this, but I haven't experienced it personally. There's already a 1.1 patch out that is supposed to fix it to some degree. I think it depends on what hardware you're using. On the other hand, the game does play and progress more slowly than HoI2. Too slowly.
Ugly Map: This one I can't agree with at all, and I was very skeptical about the map until I played the demo. The quibbles I have with the map are more about how it displays information than it's aesthetic appearance. It looks better than I thought it would, and the scrolling is super-smooth, at least on my computer.
Odd Interface: Again, I don't really agree with this at all. The interface is significantly different from HoI2, so you have to learn it all over again. Once it begins to make sense, though, it works quite well. It's much better than, say, the Victoria interface. Learning the new interface is sort of like learning a new operating system. I've spent about six hours with it so far, and I'm just starting to feel like I'm getting the hang of it.

Diplomacy Triangle: I'm not sure what the problem is, here, either. The diplomacy triangle is a return to a feature from HoI1. Really, it makes perfect sense to me, so I don't understand what the complaint is. Could you be more specific?
Now, this is not to saw HoI3 is perfect; it's far from perfect. That's what all Paradox games are like at first though. Go back and read what people were saying about EU3 when it first came out. They complained about everything, and not without justification. Today EU3 is superb.
People will complain that they paid their money and the game should work perfectly. That's understandable, but I've come to appreciate the way Paradox does things. They released the game. It's out there and playable and very enjoyable in my opinion, at least if you take the time to learn it. They'll look at all the criticism and suggestions and make patches and expansions and in time HoI3 will be a masterpiece. It's such a complicated game they could never get everything right without releasing it and letting the public declare what's right and what's wrong. You have to judge it not only by how it is today (and, like I said, I think it's fun
as is), but by what it has the potential to become in time.
Personally, I wait until the expansions come out and buy the complete version. You'll have to wait a couple years for that, though, so it depends on how patient you are.
