The Lieutenant's Tape

I just finished a game of Fallout. I think it was the first time I was able to keep all the NPC's alive (even Dogmeat) and it was the first time I actually found the Alien Blaster (I used it to shoot the Overseer in the eyes in the end sequence - lol). I think that I now know just about everything about this game, but one little thing still puzzles me:

The Lieutenant is carrying a Tape (you know, one of them Holo-tapes). You can download it into your PipBoy, but when you do so and you check your PipBoy for the contents of that Tape, nothing seems to have happened. No extra log or anything. The Tape doesn't have a precise description either when you check your inventory. So, my question is:

What's on that Tape? Or does it have another function in the game?
 
I read somewhere that this tape could be used to make accessing the vat computer easier but It could be wrong. Per Jorner's guide don't show any use for this item.
 
I actually tried that. I used it on the Vat Computer - nothing happened. The interface said something like 'That doesn't do anything.' It seemed like the most logical thing to do with it, though, I agree on that.

Hm. Maybe I could have used it to decypher the codes (you know, for the countdown)...
 
I was wondering the same thing, I guess we will never know.... :(
