things in fallout that bug me

If I remember correctly, they can't are aren't manned by humans, but by a computer. Humans have way too slow a reaction time. The guns are used in case a missile gets by the anti-missile rockets (or if they run out) on a battleship and the guns must be quick and accurate enough to down the missile before it causes damage to the ship. They are a last-resort anti-missile system and not the primary because they waste ammo like nothing else can.

excactly. they arent manned by humans but computers. so my point was other than anti missle defense systems, miniguns arent used by the military.
 
I think he just means 'ineffective.'

The individual rounds are really small, so most of the damage would result from the collective of impacts from an entire burst. This obviously wastes a lot of ammo, and also provides one with an *extremely* inaccurate weapon.

Or at least that's the case in Fallout...
