Edit: I apologize for the lazy nature of this opening post. I was trying to be swift and to the point. As others mentioned it below, I really enjoy the characterization in New Vegas. There is a radio station in the game that has had be basking in nostalgia and feeling a mixture of humor and dull pity. They managed to evoke emotions with the dialogue and narrative and make the world feel inviting without forcing it down your throat. This screenshot serves as an example of a piece of dialogue I found well-written and funny.
 
No-bark is pretty awesome. Especially when he starts talking about communist ghost who have took over the rocket factory so they can fly to the moon in order to paint it pink and draw a portrait of Lenin on it.
 
A chupacabra with an automatic weapon. Isn't it badass enough? :P

A chupacabra is some legendary animal I had to Google up. Why does it have an automatic weapon, is it a reference to something else?

Why is he showing one shitty screenshot in this thread? Is it supposed to make me think F:NV made up for F3, or the other way?

Why is the guy in the screenshot speaking about himself in third person?

It's a bit crazy man who is awesome, you should find him in the game and you will understand everything.

You googled Chupacabra? Wow, about 12-15 years ago it was a pretty popular myth, it was in many magazines and journals.

If it's not funny for you, then it's just not your type of humour.

And yeah, I am not fond of a single-sentence OP with just a screenshot, but it was funny enough for me to ignore this fact.
 
I think what he's trying to say (albeit not very clearly) is that No Bark is a well-written character.

Which isn't much of a statement because Fallout 3 had well-written characters, too (even if some of them seemed not very "Fallout"). I think the real proof is that most of the characters I've encountered have been well-written, interesting, believable and well-acted in the voice department...which is NOT something I can say about Fallout 3. In fact, I got so tired of Fallout 3's characters about half-way through the game I just skipped most of the dialogue so I wouldn't have to deal with the inanity of it all.

and he's speaking in third person because he's...uh...special. ;)
 
I think that what SkuLL meant was that how does one funny character make up for...well, whole Fallout 3. I must admit, this thread is a tad confusing since the "explanation" is just a screenshot of a more or less nutty character talking about a mythical monster wielding an automatic weapon.
In a nutshell, the headline and the opening post don't play it too well together.
Maybe I'll get the joke once I get my copy tomorrow :/

TwinkieGorilla basically said the main idea of the thread.

This is not some special guy, this is one of many developed characters which have something cool and interesting about that. Sure there're still woody NPC all over the place, but the amount of good stories and the voiceacting and storywriting is really improved in comparison to FO3. I'm not sure how you could get it from the original post though :P.

Well, Fallout 3 had Moira which reduces the overall quality pretty damn much :D

But anyway, glad to see that NV has some unique and interesting characters in it instead of the people that ask you to go cripple yourself for the sake of survival.

Definitely one of the most annoying characters in RPG history. Ugh. That really does define Bethesda's approach to Fallout too: corny bullshit which misses the mark 90% of the time.

I simply found it confusing because of the lazy first post, which didn't explain whether the screenshot was showing a good thing or not.

At first, I assumed that he was pointing out the character model and texture, then maybe the way he was squished against that ugly wall. Then I thought it was dialogue-related, but how? As in: "broken text - talks in 3rd person" or "lame joke - creature with riflle" or entirely the other way "hilarious text - talks in 3rd person" and "hilarious joke - creature with rifle".

To be fair, the screenshot alone, taken out of context, suggests to me that NO, F:NV can NOT make up for FO3. It's definitely not a type of screenshot you can just throw at people with no explanation and go "NUFF SAID!!1"

The barkeep in Sloan has the same model, pseudo-mustache and all. When I first saw her the idea of Moira popped into my head, so her first lines sounded like Moira speaking. I was ready to stab my eye out with a fork, call the cops to come to my house, and then off myself with a knife to the chest to show that Fallout killed me, but then the second line sounded like it came from a normal female, and the third line she actually sounded foxy.

By the end of the ordeal, I wanted to bang her, even if she didn't shave off the mustache.

Haha, so I'm not the only one who thought about that. Probably it's their "npc generator engine", I don't think they did it intentionally... But who knows.
