Toxic Dump - A so-far unknown Special Encounter?

This thread is dead, and it might be mentioned in the guide afore mentioned, but is this a result of kicking the gspy out of her house in Redding? Doesn't she put some sort of curse on you?

I got both of these encounters with average luck and playing a good character. I must have been one of the only people to get the good side effects of the paria dog. I killed him a little while later after he had joined me and my luck went up to ten permanently.
