Water Chip? Been There, Done That
Now I see that barter skill has almost no use at all. Why?

On a mission 3 or 4, forgot sorry, I collected some dozen AK-47 rifles, sold them for a great price (about $4000)... next time I got another dozen but this time quarter master gave me less money. Now he pays $47 for one AK47...

So it comes out that the real thing would be to keep all weapons you find, and sell them later when you really need something

Does anyone know if the supply level (aka how many the guy you're trading with already has) affects price?

Anyhow, I try to trade with the medical guy as much as I can, since he gives about three times the value. (although he doesn't have any money, so once you get all the medical gear, you're stuck with that cheap bastard QM)

This doesn't really make barter itself useless. It does, however, make turning loot from the missions into brotherhood scrit useless. The best thing I've found to do with your loot is to use new recruits as a kind of bank. Just put one of your squad-mates away and weigh down some random smuck you would never think about using on a mission. They don't have to be able to move to be put away/taken out, so encumbrance isn't a factor. I used one for weapons, one for medical supplies, one for ammo. I didn't encounter any problems with this, but some have reported bugs with items held by NPCs when put away disapearing, so be cautious.

It sure is easier than using those damn weight limited lockers though.

Or you could use the patented Hell Patrol method of mass carnage by storing all your crap in a vehicle, no weight limit there, either.

It's also nice if you use the raider buggy you get in the bonus springfield mission, as that is narrow enough to fit in most doorways, so you can just pull up near the equipment store guy (he'll run away, but he'll walk back once your car stops) and sell literally thousands of pounds worth of equipment. I used my Hummer, though, most of the time for storage, as I actually drove that around the wasteland, and I just tossed the mutant random encounter weapons into the trunk, and just transferred the stuff I didn't want into the buggy when I wanted to make a sale.
