Tribal hunter build

It Wandered In From the Wastes
I wanted to do a character that is a tribal-type hunter. Just need help on perks and factions other than the small communities mainly, since I will be restarting my current tribal to fix it.

SPECIAL is a Follows: S-7 at the start 9-10 at end; P-5; E-6 maybe higher, C-4; I-4; A-6 about; L-Likely 5

Traits are skilled and something else (unknown)

Will use a gun for long range sniping, but that is about it.

Tagged skills are Melee, Sneak and Survival.

Also a good tribal-ish name would be a good idea too.

Nothing? Probably will go with Skilled and good nature for traits. Perks will be tribal/melee and stealth-based.
 
Funny because I made a character around this idea. But he was also a battle-druggie. It made me wonder how does the Courier survive ingesting that many drugs- followed by a beer- and didn't collapse from a horrible overdose. And how exactly does Med-X mix with adrenaline?

I have no clue. Did plan to use chems on fights that need them, but not much else. Any ideas for perks in the early levels? the only ones I know for certain are both ranks of toughness at levels 6 and 8 respectively.

Probably won't use guns this time around. More room for craft supplies.

Here is an idea for perks if that will help:

Level 2: Hunter-for hunting purposes, need to survive

Level 4: Either cannibal or Entomologist

Levels 6 and 8: Toughness

Level 10: Either finesse or Fight the Power!

Level 12: Silent Running

Level 14: either Adamantium Skeleton, Light Step, or Purifier

Level 16: probably better criticals

Level 18: Absolutely nothing comes to mind

Level 20: Ninja

After this is anyone's guess.

Anyone think I should Rework the SPECIAL?
