Actually, it's an an official Vault-Tec knife according to the manual.

Nah, it does look a little bit too rusty for a knife from Vault 13.

And I'd say the damage should fall between knife and combat knife.

Maybe in Vault 15, then. Cleverly hidden, so as not to obsolete all ordinary Knives right away (because they are so useful as it is etc.).
