From the wiki, the range penalty is determined by (PE*2) - 2 or (PE*4) -2 for weapons with the long range perk.
Does weapon range actually affect accuracy then, or simply the maximum range?
Most combat occurs at 15 hexes or less (especially indoors) so all those long ranged weapons with 30+ ranges seems overkill unless you are trying to snipe the SAD turrets or other niche scenarios.
With a desert eagle (range 20), I was almost never outranged.
