This is such blasphemy, but.....

There were some weapons that I liked in Tactics.
The plunger
The lacerators
the punch gun.

I think that you are likely to find more of these kinds of weapons then you will the modern weapons that you also saw in Tactics.

So dump most of the new modern weapons and bring back some of the more interesting melee weapons.
 
I would agree w/the plunger, but I think that some sort of light club woud work better, simply because it could represent a large class of light sticks, toilet plungers, etc., that collectively form a class. Lumping these myriads of weapons into a single class seems to be more in the interest of a decent gaming experience rather than simply trying to make a new weapon out of everything that a player could possibly use as a weapon.

I didn't particularly care for the lacerators, but something similar could make a decent low-level augmentation to unarmed combat. Provided the artwork doesn't look like it came straight out of some high fantasy game, of course.

Regarding the Punch Gun...I have mixed feelings on that one. I really can't see anyone using something like that. However, a "Bang Stick" (essentially a pole with a mount for the shell, a firing pin and a small spring to keep the shell away from the primer) like that used by some divers against sharks would make an interesting addition to the arsenal of the Wastes. Of course, this would be a melee weapon rather than an "unarmed weapon", so it wouldn't serve as a precursor to the Power Fist...

One weapon that I'd like to see brought back from FoT is the Broken Bottle, however. It's not really a knife, and these could be lying around here and there so that a player could use it as an improvised weapon, or some low-level opponents could be appropriately armed with it.

It's not blasphemy, Welsh, it's actually a pretty good idea. I think the weapon development and the sheer variety of weapons in Fallout Tactics is one of the game's most appealing things. What I like best about this big variety of weaponry is that it makes a lot of skills a whole lot more attractive. When I play FO 2, I usually tag Small Guns, Lockpick and Speech. I've tried FO 2 with an Unarmed/Melee-character, but the lack of variety in weapons makes it into a quite dull experience, imo. Starting FO 2, I would never create a character with tagged Unarmed, Throwing and Traps skills, but in FOT these skills become a lot more attractive because of all the thingies you can play with during the game.

Examples:
-> Throwing (Rock, Dart, Powder Bag, Flash Grenade, Frag Grenade, Incendiary Grenade, Plasma Grenade, Pulse Grenade, Acid Grenade, Molotov Cocktail, Fantasy Ball, Boom Bugs, ...)
-> Unarmed (Brass Knuckles, Tiger Claws, Razor Claws, Sappers, Lacerators, Punch Gun, Mace Gloves, Power Fist, ...)
-> Traps (Remote Det. Trap + Detonator and all of those mines)

Also, I think the weapon and ammo development is very well-balanced in FOT. I like the fact that you not only get to find/loot/buy better shotguns during the course of the game, but that you also get to use 4 types of shells to go with them. And I like the fact that the better the ammo gets, the rarer it gets (12 ga. Shotgun Shells > 12 ga. Flechette Shells > 12 ga. Slug Shells > 12 ga. EMP Shells).
