What does Luck do really?

Actually as far as I am concerned luck influenced the script in f2 with trader Willy around Modoc. You have 10% chance AND must pass the luck test , so he will have Alien blaster for sale (maybe not everyone uses that weapon but it is rather good). Also Luck influences messages from the lucky 8-ball and is required for some perks.
 
You're right on both accounts. Though I have been singularly unlucky when it comes to that encounter, as I've never gotten the Blaster yet.

Urge to play F2 again... rising...
