Where can I find the PipBoy?

I read somewhere that if you explore the wasteland with a squad of less than six, you'll have an encounter with the PipBoy himself and you can even recruit him. However, I've just spend an hour doing so, but alas: no PipBoy encounter. So I was wondering if this PipBoy can be found in a Special Encounter (like the Gas Station and such) or just a Random Encounter (you know: dogs, raiders, deathclaws...). If it is a Special Encounter, the place should be kind of fixed, right? (All the others are 'kind of' in a fixed spot, 'cause I have no trouble finding those back.) Anyone have any idea where to find the little dude?

Oh, and where can you find 'Morte'? I'm playing the game for like the fourth time now, and I've never found that encounter either.
 
Although i never found the Pip boy, you can find him and i think its in a special encounter. And yes, if you have space in your squad you are able to re-cruit the little fellow.
 
Hehe, found him at last! He's so cute (no, really, he is). And he has cool animations: he has this Karate Kid-like kick, and when he's not using his weapon, he'll carry it on his shoulder (I think that only works with big guns, not sure). Ha! I just gave him the Mutate perk and changed his trait (which was Bloody Mess) into Gifted. The little fellow now has 11 Luck!
 
I think the pipboy should be an npc in the cafe of broken dreams. You shoot him and mel gibson comes and shouts "Hey, thats my brother!" :D
