Why can't you actually JOIN a group (Legion, NCR, etc)?

Along with what has been said already, choosing a side means effectively LIMITING your gameplay choices. If you side with NCR, thats it, you side with NCR in everything. Being in the legion means listening to Ceasars every word and not questioning your orders.

The fun of fallout is to show how badass being an individual can be. This includes karma/alignment, skill set, affecting the endings of multiple towns instead of a single faction, etc.
 
Yeah, that does kind of suck, i always wanted to be a NCR veteran ranger. Also I don't think anyone has mentioned this yet, but you can be apart of the Great Kahns by becoming their leader.
