Why No Functioning Cars?

In Fallout 2, we were able to find the swanky, functioning "Highwayman" after managing to get the parts for it. Afterwards, the car could be used for faster travelling across the map and could support a lot of companions at once. It's an interesting vehicle because it's one of the few that runs off energy cells and microfusion cells instead of gasoline.

So my question is, if the Highwayman was able to work, why haven't there been any working cars since? I understand that this Highwayman was a special type of car since it didn't use gasoline, but it's mentioned that it's rare but not the only one of its kind. Therefore, especially with how many ruined cars we see lying around DC, Boston, and even the Mojave, why isn't there another "Highwayman" so to speak? Hell, the Highwayman was even referenced in New Vegas (you can find its remains) but there's no way to recreate it.

Any ideas as to why this is outside of a car making it too easy to travel around the map?
 
Maybe Beth wants to add some Mad Maxy car customization with some horse script recycling for that hooooog DLC.
But lorewise, most usable cars already have been scrapped R) for useful parts and armor lolz.
 
Then again, if the Enclave is able to produce Vertibirds, the Brotherhood of Steel hogs up pre-war tech and whatnot and becomes quite technically proficient, why don't they have any working vehicles at least? I mean, apparently synths are being produced by the thousands, but not one mechanic in the entire wasteland is able to improvise some sort of working vehicle?

I believe Fallout Tactics featured plenty of vehicles, but is that even considered canon?

Bethesda declared Tactics uncanon, but before that the game was considered "partially canon". Make of that what you will.
 
What does "partially canon" even mean? And why did Bethesda declare tactics not canon? What did they gain by that decision?

Partially canon means, essentially, that some parts of the game are canon, while other parts are not. For example I'm pretty sure a lot of the vehicles and weapons used in Tactics were noncanon, but other things such as the MidWest Brotherhood, their technology, their Power Armor, etc are considered canon.

Of course, now it's not considered canon at all. The most likely reason Bethesda declared the whole thing noncanon is because they're too lazy to shift through what's considered canon and noncanon in the game. Hell, they can't even get canon right in one game, let alone try to differentiate between 2 games. (Ghoul Kid in a Fridge manages to survive in there over 200 years without food or water but we clearly see ghouls need food and water IN THE SAME GAME BECAUSE THERE'S A FARM RUN ENTIRELY BY GHOULS)

Proper spears would've been nice in New Vegas, considering the Khans and Legion are in the game. At least we got throwing spears though.

The entire map would need to be designed to make cars workable: straight roads, deserts, shit like that. New Vegas has those, hence some attempts at car and bike mods. It's very buggy though, due to Bethesda's Morrowind engine still being used.

Not sure what the status of Tactics is. Obviously some of it must be legit if there are airships in Fallout 4, and Caesar mentions capturing some Brotherhood members in the east.

Hm.. Maybe they set it back to "partial canon" status again then. Tactics was never fully canon though. The BOS part of Tactics was for a while until Bethy revoked it. Guess they let it back in just so they could have their precious airships.
 
Every Bethesda produced Fallout game has referenced Tactics, even New Vegas, so yeah they (Midwest BoS) are canon and always have been.

Guess what I read was misinformation then. Though I wouldn't be surprised if Bethesda declared Tactics uncanon then revoked that status just so they could steal ideas from it.

I believe the major events of Tactics are canon but nothing else.

Vehicles aren't around because of the shitty engine. XRE cars made playable cars for New Vegas but they are a little wonky because of the physics, making them bounce around as though they were in a jump house. Other than that there is no reason.
