Why Tactics and Fallout BoS are rated so low???

Well the things that let Tactics down was its Lore(it contradicted many of the "standard" story in FO 1 and 2), AI(most would just go prone and wait for you to attack them which will take a lot of time), and advancement of your enemy's(you start slowly with less powerful rifles then suddenly you are trust into battle against super mutants that packs machine guns and would need heavy weapons to even damage accordingly).

As for BOS I never even played it. The shop I was buying games then told me that they dont like it and just ordered few samples and even those were returned afterwards.

I didn't enjoy FOT as much as FO2 & FO1 as well, but I understand that this was a tactical game rather than RPG. Though IMHO FOT image was mostly influenced by vocal hardcore die hards, than by anything else. Many of them continued to be vocal about FO3, though in that case they had little impact, after being long since pushed from the mainstream gaming as the target audience.

I think Lore was the least of Tactics problems. Lets be honest, if lore was the only issue, it would have been fixed with some mod. Personally, I found its core gameplay was lacking(there are many much better games in this category) and without stronger RPG elements, I never felt the urge to replay the game.
