Did you know that Chief Hanlon was a sailor? He was born upon the tide, and with the sea he did abide, he sailed a schooner round the horn to mexico, he went aloft to furl the mainsail in a blow, and when the yard broke off they say that he got killed... But he is living still.
 
As has been mentioned, everyone in OWB is pitch perfect. I too enjoy my penises which I use to type with.

But I also love what'sisname, the ghoul up in Calvert mansion in PL who's just a total dickbag. His anger is hilarious to behold.

In no specific order, Marcus, Tabitha, God/dog, Keene, Veronica, Boone, Arcade, Dr Henry, Cass, lily bowen, Raul, ede, House, Hanlon, Caesar, Lanius, vulpes, lucius, elder McNamara, Elder Hardin, Elder elijah, Christine, dean domino, think thank, moebius, joshua Graham, benny, yes man, victor, the ghoul Lara croft from the vegetationt vault, the nightkins from repconn, the khans, the families, the escaped convicts, Noonan, lottery winner, most folks from freeside, including the king, definitely not the guy from lonesome road.

Easy Pete. He's the most badass person in the whole Mojave.

The reason why nobody goes after him is because he's just THAT good. He'd take over Hoover Dam by himself and his dynamite if he felt up to it. Only the Courier measures up to him since the Courier understands explosive safety, which Easy Pete respects.
 
This is a super tough question since the quality of writing for NV is so high. Lily's story makes me all sorts of sad thinking about her, the best game ending for her is very bittersweet. Also, she's adorable.

Raul's story is bittersweet but uplifting at the end, Danny Trejo is so much fun in the role, and he's just hilarious to have around. At the end of his unmarked questline I was smiling the rest of the day. After I stopped laughing from how awesome and unexpected it was.

Arcade is great. He's snarky, smart, sensitive...like, you're entire interaction with him over the course of getting to know his story is one of the reasons I really, really, really hate Bethesda's shallow approach to "romancing a character".

There's so many good characters in the game even besides the companions. Every character interaction at Big MT left me grinning ear to ear. Benny is one of those characters you love to hate. Mr. Fantastic, Hanlon....I could just rattle off the entire cast list.

Ok, ok. If I have to narrow it down, Raul is my favourite companion. I love Danny Trejo's voice, his funny comments, and his uplifting story.

My favourite non-companion is Mr. New Vegas because I could listen to him all day. (Just barely edges out Best Friend Tabitha and Rhonda.
 
I'd wager that Mr. House is probably my favorite character. Mostly for how god damn smart he is. Seriously, it's not often you find someone with such experience, and such planning power that he could probably rule the entire world if he set his mind to it. Plus, his voice is just great.
 
Im surprised nobody has mentioned the best character bar none in New Vegas. Fisto.

For real though my favorite character would probably be...well I dunno, too many great characters. I suppose I do have a few favorite companions, I travel the Mojave with Veronica and EDE by my side. Too many great characters too choose from in a great game to play.
 
Ulysses. So badass, man, the most badass man in the whole Mojave Wasteland. Craig Boone was an understandable idiot, and i like him so much (he was my first companion too). Then, if i had to choose a third favourite New Vegas character, it would be or Rose of Sharon Cassidy or Veronica Santangelo. The first one is rough (and John Cassidy's daugther, dammit!) as whiskey, and Veronica is as sweet as a candy (when you give her a dress and she loves it).

Ulysses, among with Lonesome Road DLC, is the best of Fallout New Vegas.

Way too many to choose from. All companions are awesome, with Veronica (i want to hug this woman so bad) and Cass being my favorites. I love all the faction leaders with the exception of Lee Oliver. I don't hate him but you barely interact with him, while you interact with the other faction leaders quite a lot. I would have liked if you interacted with him more often instead of just before the last main quest.

Mr. House is probably my favorite faction leader. He's just so well written and the voice actor does a phenomenal job. I can probably listen to him talk for hours because he's just so entertaining.

Christine, Joshua Graham and The Think Tank (Mobius included) are my favorites from the DLC. Specially Christine, never i wanted to hug someone so badly.

I can't pick one cause Obsidian made nearly every character in F:NV so goddamn beautiful
Here's my favorites (including companions):
Boone, Raul, ARCADE GANNON, Cannibal Johnson, that Sheriff robot in Primm, Vulpes Inculta, the comedian on the Strip,
Corporal Betsy, Ten of Spades, Sergeant Bitter-root, Jerry the Punk, Jack and Diane, everyone in OWB, Christine, Joshua Graham, a bunch of others.
