Wasteland 2 Director's Cut is now out on Steam and GOG(7.8 gigs update on Steam). If you already own the game you will get the Director's Cut as a free update, note that this will break existing saves. The game is out today in the US for PS4 and XBone retail with releases on the 16th and later for international territories.
As part of this update quirks, perks and precision targeting have been added to the game. Quirks are Wasteland 2's version of traits/backgrounds. Each character can select one of them at character creation and they offer a benefit and a drawback for your character. Perks are rather self explanatory, bonuses you can select during levelling up. Precision targeting is Wasteland 2's called shot/aimed shot/VATS functionality, which allows your characters to target specific bodyparts for increased effect. Here is a video outlining the character system:

Also as part of the update the game has been port over to Unity 5 game engine which has allowed a graphical overhaul. Combat and the game in general has been rebalanced with new cover, weapons and changed loot. More voice acting has been added to the game.

At first, when I heard about the Wasteland 2: Director’s Cut from inXile Entertainment, I thought it was just a clever branding trick to release the game on consoles. Then I played it, and quickly realized that it’s the true definitive version of the crowdfunded RPG that rocked our socks off last year.
