The other side of Caesar's Legion.

So in Fallout New Vegas , we don't really see much of the legion. Yes we see The Fort and get a general idea of the slave trade and culture. But the Legion are based on Ancient Rome and Rome historically was a place of great scientific advancement and architecture.

I suspect that inside Flagstaff their capital , May be home to great rebuilding and perhaps be home to the wealthier citizens of Caesar's legion. We must remember The Fort is not a legion city but instead a military installation.

There was quite a lot of discussion about this topic over on the Legion Appreciation thread.
The conclusion made there (if I remember correctly) was that Legion territory is safe but backwards. Caesar restricts the use of medicine in order to weed out the weaklings and promote the strong, Caesar's legionaries presumably carry out the incredibly strict laws of the Legion and, if you break those laws then you'll be fucking crucified.
An important thing to keep in mind is that the Legion isn't the cultural powerhouse that Rome was, it's more comparable to the Mongol empire if anything, we don't know anything about the education or culture of the Legion besides the fact that Caesar's pretty smart and, they produce competent commanders fairly frequently (they do this through a fucked up form of social darwinism though); if you asked the tribals opinions they'd probably tell you that the Legion's full of assholes who wouldn't know culture if it fucked their sisters but they're tribals, so who cares what they think?

Similar to very early Rome, Ultimately it was Rome's softness that crippled them. Some say it's crippling Europe today.
 
Talking to Raul also provides a little insight into the Legion, as he's the only companion who's seen the good they do in the areas outside the Mohave, and clearly states that the Legion does provide stability at the very least.
