Because Bethesda is not interested in cohesive worlds with actual meaningful tasks. They just care about filling the world with meaningless bullshit to give the illusion of content.
I am not even talking about writing or questing either. But also the look, the atmosphere, the graphical fidelity. How can Bethesda keep pushing out their fliailing puppets on the same market as Red Dead Redemption 2?
a721402 is somewhat right in my opinion. They have the fans and the back up. But do we really know if 76 has flopped yet? It hasn't even released and it's supposed to be a slowburner not a megahit on launch week is it not?
So if people keep buying it a year or two from now when it gets more updates, it's doing what they intended it to do, right?
The "I won't buy it until..." crowd will eventually buy it when they see the additions that they want and that's exactly what Bethesda expects. "Oh yeah they want mods, well we'll do it in a year and see another bump in sales." And so on.
