Washington DC has height restriction rule in the same way most capitals has height restriction rule: they dont want people from heights watching governmental people be about it. Not with spying tools like HD camera.
Shady Sands is a new town built from ground up by Vault15 dwellers getting out (with the help of V15 geck). Not even ruins around. That's why in F1 and F2 they are so low height. Also take reference from Vault City, V8, on how low building they are when they dont have ruins around. And The Cathedral? The whole multiple-floor structure seem to be PreWar ruins get fixed, rather than entirely new building.
Anyway, Fallout 3, and F3 mod Taller DC, and The Pitt prove that maps with heights is an entirely different theme altogether. In design aspect, map with heights can be quite ferociously demanding to process all that assets on the height. So if you want a Fallout skyscraper game, it can be quite... tiring, both to developers AND to players.
