Thats more a level design problem than it is a fault in the lore and design on the creatures.

Enclave troops which not only have the best armour in the game, but absurd stats which implies that the women under the suits are as tough as a deathclaw?

Nope. Well, the enslave death squads are irritating but are really there to display their power.
