Because you like to reward failure? If the game is mediocre, and I'm not saying it will be, but if it is, then the worst thing you can do is run out and buy it. The one big problem with the game industry today is that publishers who think they can get away with making something mediocre will continue making things that are mediocre because mediocrity doesn't cost as much as greatness.
Oh well... hopefully Troika will make a game very reminiscent of Fallout and we can all just adopt that as the spiritual continuation of Fallout whether it goes by that name or whatever.

You have to understand that the ball is in their court, not yours. You're not going to get the ball off them by hurling insults at them and making demands.
