Violence is never the right answer.

Saving Ted and convincing Walter that it's not the right way to kill Gundersons is the best outcome.

Not to mention that Heck and his only heir dying will just create a power vacuum and someone else will take his place.

Plus by saving Ted you get a favour of powerful people from NCR, which might prove really useful in a long run for someone working with House or a Wildcard.
