Corgis (Cardigans and Pembrokes) are born herding dogs, Scott passed his Herding Instinct test a while ago:

Cardigans, originally used in mountainous terrain are stronger and more independent, since they had to herd the sheep by themselves. Pembrokes are team players and operate best when in conjunction with a human herder.
Why are they so small? Simple. Corgis also herd cattle and, well, they have to be lowriders since a bovine hoof is lethal when applied to the head of a corgi. Natural selection - all corgis with normal height were killed off when herding.
Corgis are also lovable and outgoing dogs, especially Pembrokes. They quickly integrate themselves into a family and become its members. They are also quick learners and listen carefully. Basically, the definition of an attention whore - they thrive on human attention and care, and really like to show off their skills whenever somebody watches.
Really, you need moar corgis people.

A propos festival of human vanity - not wholly true, as it's also a business - Scott is a certified walking gene bank, a biological inseminator. A succesful impregnation, once confirmed, yields c.a. 600 Euro AND the bitch visits the dog, not the other way round.
Puppies also are worth around 600 Euro and each litter is between three and five puppies. Usually a bitch gives birth two to three times during her life.
Also, Dog Shows are a great opportunity to meet new people, get in touch with old friends and for dogs to socialize.
